Yeung Kai-yin (Chinese: 楊啟彥; 6 January 1941 - 8 February 2007), CBE, JP, was Secretary for Education and Manpower, Secretary for Transport and Secretary for the Treasury of Hong Kong. He joined the Hong Kong Government as an Administrative Officer at 1962 and retired at 1993. At 1996, he served as chairman and chief executive of Kowloon-Canton Railway Corporation.
