2. Arrondissement of Rethel, (subprefecture: Rethel) with 101 communes. The population of the arrondissement was 34,213 in 1990, and was 33,951 in 1999, a decrease of 0.77%.
3. Arrondissement of Sedan, (subprefecture: Sedan) with 79 communes. The population of the arrondissement was 63,614 in 1990, and was 62,096 in 1999, a decrease of 2.39%.
4. Arrondissement of Vouziers, (subprefecture: Vouziers) with 123 communes. The population of the arrondissement was 23,156 in 1990, and was 22,475 in 1999, a decrease of 2.94%.
