Lillian Fishburne, the Navy's first female African American flag officer, after receiving an award honoring his military achievements during the Flag Officer Reception in recognition of the annual Thurgood Marshall Scholarship Fund. The Thurgood Marshall Scholarship Fund, created with the support of Justice Marshall in 1993, provides assistance in the form of merit-based scholarships to students attending historically Black public colleges or universities.
